III.    APPOINTMENTS

        Robert Swartz, Roller Coaster Road
        Clarification of Board’s May 2, 2001 Form A/ANR Denial

        Mr. Swartz met with the Board for clarification of its May 2, 2001 Form A/ANR denial for his property on Roller Coaster Road. On his plan Mr. Swartz was proposing to give 864 square feet of land to abutters Donald and Sandra Henrich as their existing house is encroaching on his property.  Chairman Philip Lindquist told Mr. Swartz the Board has determined that the access for any further home construction on Roller Coaster Road is inadequate and his lot does not conform to current zoning due to insufficient frontage. Also, he said, the Board could not allow the subdivision on the property without proof that the abutter is willing to accept the land.  Mr. Swartz said that he has been unsuccessful in his attempts to contact the owners but said he would continue to try.

        Continued Public Hearing
        1248 & 1258 Whitman Street
        Continuation Date of June 6, 2001 @ 8:30 p.m.
        
        Administrative Assistant Barbara Ferguson informed the Board that its engineer Michael Perrault of P.M.P. Associates of East Bridgewater had been unable to review the plans for 1248 & 1258 Whitman Street due to a court appearance and that the applicant’s engineer had verbally agreed to a continuance of the hearing to June 6, 2001 at 8:30 p.m. and a continuance in the date for a decision to June 20, 2001.

        Motion to continue the public hearing on 1248 & 1258 Whitman Street to June 6, 2001     @ 8:30 p.m.: David Harris

IV.     TOWN PLANNER’S REPORT

        Master Plan Committee

        Town Planner Noreen O’Toole said that a meeting of the Master Plan Committee has been scheduled for June 13, 2001.  Carol Thomas of Thomas Planning Services will be in attendance.  

        Hanson Trails Committee

        Ms. O’Toole said that the Hanson Trails Committee would be meeting with the Hanson Recreation Commission on May 17, 2001 to discuss plans for a portion of the local trail to pass through Camp Kiwanee.  The town recently received a state grant which is to be applied to this project.

        Zoning Bylaw Committee

        Ms. O’Toole said that the next meeting of the Zoning Bylaw Committee is scheduled for May 21, 2001.  The committee will be working on a bylaw amendment for age 55 and older housing.  The committee has been invited to meet with the Board of Selectmen and the developer of the former Plymouth County Hospital site on June 5, 2001, Ms. O’Toole said.

        Old Colony Planning Council Transportation Committee

        Ms. O’Toole said that the next meeting of the Old Colony Planning Council Transportation Committee will be held on May 17, 2001 in Brockton.  She said she will update the board on the committee’s recent activities at the next Planning Board meeting.

        Other Matters

        Ms. O’Toole said that she had recently visited a number of subdivisions to update herself on their progress during her recent extended sick leave and will visit the others in the near future.  She then reported on the subdivisions she had visited and answered questions on others from Board members.

        Washington West Meadows

Ms. O’Toole reported there is a drainage problem in front of 60 Pennsylvania Avenue related to an indentation in the roadway.  She said she has spoken with Water Superintendent Edward Reed regarding water markings (painting on the ground) and determined the problem is not related to a water leak.  It appears as though the roadway has settled, she said. Ms. O’Toole said she will be meeting with Brewster Fuller, the board’s engineer on the project. The cost of improvements to the entranceway, she said, is being estimated by contractor. There are also trees that need to be replaced, she said.

        Catherine Road

The sidewalk installation on Catherine Road began on Tuesday, May 15, 2001, Ms. O’Toole said, and the grass strips were to be installed today (May 16, 2001).  The bounds have not been installed at this time.  A representative from Land Planning, Inc., the Board’s review engineer on the project, was on site when the work was done.  A berm has been ripped up and the subdivision needs to be swept, she said, because there are excessive amounts of sand.

        Audubon Estates (Brook Street)

Ms. O’Toole said she checked on the site easement due to a resident complaint of tree cutting.  Everything is being done according to plan, she said.  The easement is approximately 2,600 sq. ft.

        Collomore Estates

Ms. O’Toole said she checked on the roadway for drainage.  Water appears to be directed toward the basin, she said.  Former Fire Chief Peter Huska called again with a complaint of water coming out of the ground during dry spells.  She said she has contacted Brewster on this issue.

        Cranberry Estates

Ms. O’Toole told the Board she met with Conservation Agent David Gould, to clarify a few concerns regarding a detention basin. The detention basin in question does retain the water as designed, she said.  She noted that the review engineer, Land Planning, Inc., provided the Planning Board with a report.  As for Conservation concerns, she said, the Commission was responding to an abutter’s complaint.  

        Alden Way

Ms. O’Toole told the Board there is a June 20, 1997 letter in the Planning Board office from SITEC, the developer’s engineering company, which states that more lights can be added to the subdivision plan if necessary.

        Rye Hill Estates

Ms. O’Toole said that she met recently with John DeLano, the developer’s engineer, to discuss questions raised by an abutter relative to drainage.  She said there was a possibility the Board’s decision to approve the subdivision could be appealed.

        Sydney Estates

Ms. O’Toole said that the developer is currently in discussion with the Water Department regarding his proposed development off Main Street.

        Pleasant Meadows

Members Joan DiLillo suggested that Ms. O’Toole visit the Pleasant Meadows subdivision to view a sink hole on Pleasant Street at the entrance to the subdivision and she said that she would.

        Woodbrook Estates

Ms. O’Toole said that the office is still waiting for a schedule for completion of the subdivision.

        Hill & Hawthorne Street

Ms. O’Toole said that she has not had an opportunity to visit the site since she returned.

V.      NEW BUSINESS

        Memo from Selectmen’s Office
        Tracking Log

        Chairman Philip Lindquist read a memo from Management Assistant Meredith Scozzari advising that the Board of Selectmen has requested that all Town Hall offices keep a log of how many customers come into each office on Tuesday evenings to assist in a determination of the hours of operation of Town Hall.

        Audubon Lane

        Chairman Philip Lindquist read a memo from Management Assistant Meredith Scozzari advising that the Board of Selectmen voted on April 17, 2001 to approve the street name Audubon Lane for the Audubon Estates subdivision.     

VII.    ZONING BOARD HEARING

        Application of  Omnipoint Holdings, Inc., a wholly-owned subsidiary of Voicestream Wireless, for a Special Permit under Hanson Zoning By-laws Section VII.K.(6) d; Section VIII.D.(3); and Section VII.J, including Waiver of Setback Requirement pursuant to Section VII.K.(6)(e)(3); and Site Plan Approval under Hanson Zoning Bylaw Section VII.F., to allow the construction of a personal communications monopole with an overall height of 150 feet to allow for co-location of four carriers’ antennas on the pole with associated ground equipment in the commercial-industrial zone located at 97 Hawks Avenue, Map 24, Lot 70, Hanson Assessors Map.

        COMMENT:        Should make sure the proposed facility does not                                 interfere with the flight path for Cranland Airport.
